Our neighbor generously dumps a load of cow manure near our flower bed every winter....it works great, we had excellent zinnias, sunflowers, etc. last summer, but we grew few vegetables--tho the neighbor grows excellent vegetables using only cow poop. You can look here for a discussion.

That's a very good and low-tech watering option--of course, one is limited by the length of time it takes for the water in the bottle to seep away. I noticed in the original post above that perhaps a small garden in a pot was under consideration....if you're going to be away, I'd not recommend that....

Though all plants need water, some are relatively drought-tolerant; for instance, rosemary, chives, sage, thyme and bay laurel are all perennials, and if the winter isn't too hard will likely survive with only occasional water, if they get a good start. Orange can be frustrating when it comes to billing; tho the whole telecommunications racket is riddled with scams, they usually make things ok, if one has a few hours to spend sorting things out. They overbilled us over €200 last winter, and it took four or five calls to get them to credit us....
