It's not a lack of interest the truth is the rules change dependant on who you ask. I am not sure they know themselves exactly how to apply the rules and what constitutes what on what water. No doubt all will become clear.

Do you have isolation valves before the mixer tap, sometimes there are small inline isolation valves, perhaps they are not fully open, do you have full pressure at all other taps? I am cannot see the taps having changed.

If you receive your lump sum whilst being a French resident then its taxable in France, if you retire and get your lump sum whilst still a UK tax payer then no problem. Thats my understanding of it any way.

Not sure if France has any bye laws that cover the depth, generally speaking just make sure its below the frost line, if in the UK it depends on what Water Companies area it is in as they differ but as a rule of thumb
Minimum depth is 750 mm
Maximum depth is 1350 mm
